Does he like me or not?

Honestly, it sounds like he is using you for your popularity. It seems as though he is trying to become well-liked by the girls at your school who most likely would never give him a second thought until you started dating him... He probably keeps saying sorry so he can still be in the 'in' crowd with you. I wouldn't speak to him anymore. :/
